Post hurricane Katrina New Orleans- little a place seething with pretty extreme violence fueled by little a crime wave gone out of control. Brutal Mexican drug lord Santiago Rodriguez busts out of jail with the help of his uncle, the head of Catalina Cartel. But his ''Get Out Of Jail'' card is not especially free .
